Portion of Prison Property Deeded to City
Council Hears Update on Delayed Trenton Road Project

July 28, 2008 - A portion of the Chillicothe Correctional Center has been deeded to the city. City Administrator Dean Brookshier gave an update on the property at Monday night’s semimonthly city council meeting and explained the boundaries to the section of the old prison that the state now possesses. The north side of the prison, with the exception of the parking lot and any buildings, has been deeded to the city of Chillicothe, Brookshier said. He added that the portion of the property remaining will be granted to the city when the state has completed its time at the facility.

During the meeting, a constituent suggested the city use the property for a facility designed to help the physically disabled. The ages of those served in such a facility, she said, would be different from those in nursing home residents, with ages ranging from 20 to 70 years-old. The facility, she said, could mirror a similar one in Omaha, Neb., Quality Living Inc.

During the meeting, Gil Gates, Chillicothe code enforcement officer, presented a plaque to Jody Case in recognition of Case’s eight years of service on the Planning and Zoning Board. The board also accepted the recommendation of Gene Moyer for the Planning and Zoning Board.

The public hearing was held prior to the regular city council meeting. During the hearing, council members discussed the progress of road projects in progress around Chillicothe. Ron Urton, office manager of Shafer, Kline & Warren, Inc., reported that there have been delays on the Trenton Road project. Urton explained that due to the amount of rainfall, the paving has been put on hold until the rain stops, and the ground dries.

Work, he said, still needs to be completed on the project's detention basins. The progress that has been made has been in the north half of Trenton Road; There, the pavement is now removed and the sub-grade is cut  to grade. Once the rain stops, Urton said, the contractor will place the aggregate base rock.

Urton also discussed the 2008 Street Overlay Program's progress. He said the milling of the streets has been completed and the paving was to start Tuesday, weather permitting.

The board entered into executive session at the end of the regular meeting.
