Council Meeting 11/29/18 (Board Appointment, Health Insurance, Snow Response)

During the November 29 Chillicothe City Council meeting, members approved a new appointment to the Board of Adjustments and approved city employees health insurance plans.

Adam Brown, three-year Chillicothe resident, was appointed to the Board of Adjustments by a 4-0 vote. Brown, a California native, said he most recently lived in the state of Washington and moved to the area after he ended his military service.

The council unanimously voted to retain Aetna insurance which has been offered to city employees for the last several years. Some adjustments to the plan will allow employees to save money on health insurance costs. The deductible for next year's coverage will drop from $6,000, to $5,000; and with the city continuing to cover $2,000 of the deductible, out-of-pocket expense to employees will go down from the current $4,000 to $3,000 in 2019. City Administrator Darin Chappell also recommended to the council that the city cover 50 percent of the dependent health care costs, up from this year's 25 percent. By doing this, it allows the city to effectively increase the take home expendable pay of employees with dependents who use the city's health care plan by about $100 a month. The new plan goes into effect on Jan. 1, 2019.

The council and city staff on-hand also discussed the response of the street department, police, emergency services and fire department during the recent snowfall, saying each department's responses were swift and deserve recognition.

The council also discussed the shoveling of sidewalks, noting that residents should keep in mind shoveling of sidewalks is their responsibility, and they can be cited for not keeping the sidewalks reasonably clear for pedestrians. Areas of most concern are the sidewalks near schools and with frequent pedestrian foot traffic.


The Chillicothe City Council will have a finance workshop and regular meeting this week (postponed Monday, November 26, due to weather). The finance workshop will begin at 5:30 pm at City Hall. Topics will include insurance bids and salaries for elected officials. At 6:30 is the regular meeting of the Chillicothe City Council. The agenda includes an appointment to the Board of Adjustments and a discussion on Health Insurance bids. An executive session is planned to follow the regular meeting. Meetings of the Chillicothe City Council are open to the public.
