Members of the 104th Chillicothe City Council, the mayor, clerk, auditor and constable took the oath of office to begin new terms on Wednesday. The swearing-in ceremony took place on the front steps of Chillicothe City Hall. Individuals appointed to city positions were also sworn into their positions. The 103rd council had its final meeting at noon, with Mayor Chuck Haney presiding, and adjourned sine die. The new council and elected officials
- who were all incumbents and ran uncontested in this
year's election - were then sworn into office. Livingston County Circuit Clerk Brenda Wright administered the oath of office to City Clerk Rozanne Frampton who, in turn, administered the oath of office to the remaining elected officials. Mayor Chuck Haney administered the oath of office to the appointed city officials.
Chuck Haney is beginning his fifth term as
David Moore is starting his third consecutive term as councilman-at-large. He had also served two terms in this position during the late 1990s. Reed Dupy is starting his third term as 1st Ward Councilman. Wayne Cunningham is starting his third term as 2nd Ward Councilman. Tom Douglas, who was re-elected to his ninth term as 3rd Ward councilman last week, was unable to attend the ceremony on Wednesday. It is expected that he will be sworn into office prior to the
council's next meeting. He will begin his fourth consecutive term. He also had previously served five consecutive terms. Paul Howard is starting his fourth term as 4th Ward councilman.
Rozanne Frampton is starting her ninth term as
city clerk. Theresa Kelly is starting her 11th term as city
auditor. Rick Knouse is starting his eighth term as constable. Per city ordinance, compensation for the position of constable is $1 per year. Mayor Haney, presented Knouse with $1.
Also on Wednesday, Clerk Frampton administered the oath of office for
appointed city officials: Airport Manager Bill Kieffer, Chief of Police Rick Knouse, Street Superintendent Barry Arthur, Golf Course Manager Craig Sager, Fire Chief Darrell Wright, Parks and Recreation Director Josh Norris, and City Administrator Ike Holland.
Uncontested candidates and the unofficial vote count in Tuesday's election are as follows:
Mayor - Chuck Haney, 324 votes with 9 write-in votes;
Attorney - write-in, 41 votes;
Treasurer - write-in, 27 votes;
Clerk - Rozanne "Roze" Frampton, 357 votes; write-in, 1 vote;
Constable - Richard L. Knouse, 333 votes with 2 write-in votes;
Councilman-At-Large - David M. Moore, 342 with 2 write-in votes;
Auditor - Theresa Gatson Kelly, 354 with 2 write-in votes;
1st Ward - Reed Dupy, 147 votes with 1 write-in vote;
2nd Ward - Wayne D. Cunningham, 61 votes;
3rd Ward - Tom Douglas, 43 votes with 1 write-in vote;
4th Ward - Paul Howard, 91 votes;
Period Closes; No Contests for City or School

The candidate filing period for municipal offices closed at 5 p.m. Tuesday with no declared contests for Chillicothe city positions. Therefore,
the candidates - all incumbents - are assured positions in the April 7 election. The city
ballot lineup includes incumbents Mayor Chuck Haney, Clerk Rozanne (Roze) Frampton, Auditor Theresa Gatson
Kelly, Councilman-at-Large David M. Moore, 1st Ward Councilman Reed
Dupy, 2nd Ward Councilman Wayne D. Cunningham, 3rd Ward Councilman Tom Douglas, 4th Ward Councilman Paul Howard, and Constable
Richard L. Knouse. No one filed for the offices of city treasurer or city attorney, both of which carry an annual salary of $1. The
duties of city treasurer are now largely contracted with Livingston County, and the legal services are also contracted.
The filing period for municipal offices opened on December 16,
2014. The candidate filing period for the Chillicothe R-2 Board of Education also closed Tuesday. The district does not
have a contest either. The terms of two board members - Brent Turner and Paul Thomas
- are expiring and both have filed for re-election.
12/08/14 Council Meeting: The decision was made before the opening of the candidate filing period, which begins at 8 a.m.
Tuesday, December 16. Although permissible to set the salaries anytime before the election, it has been customary for the city to set the salaries prior to the opening of the filing period. The candidate filing period closes at 5 p.m. on
January 20, 2015.
11/24/14 Council Meeting: Council
members discussed an approved an ordinance establishing a filing
fee for city candidates of $20. The candidate filing period for
city offices opens on Tuesday, December 16, 2014, and continues
through January 20. The election is April 7, 2015. There is no
primary election. Candidates do not need to declare a political
