Clubhouse Manager Gilliland Resigns

Joe Gilliland, who has served as general manager of the Green Hills Golf Course clubhouse for six years, has resigned. His resignation is effective March 31. No announcement was made by City Hall as of noon today (Wednesday); however, Gilliland confirmed to the Constitution-Tribune that he had submitted his resignation to City Hall on Friday.

Gilliland has worked at the course for 15 years, starting on a part-time basis and was involved with the golf course even before it was built. He was one of the original golf board members and was involved in selling charter memberships.

City: Staffing Reduction at Golf Course a Cost Savings Measure

The City of Chillicothe is trimming its budget at Green Hills Golf Course and has started with a staff reduction.

City Adminstrator Dean Brookshier said that Dick Shannon, who has worked at the course for 18 years and serves as assistant superintendent/equipment technician, has been transferred to the city street department where he will be employed in maintenance. His full compensation — salary and benefits — will remain the same.

The transfer is being made solely for budgetary reasons, Brookshier said, and will become effective April 1 with the start of the city’s new fiscal year. Although final figures have yet to be realized for the city’s current year, Brookshier said that the city’s subsidy at the golf course for the 2009-10 budget year will be around $250,000.

The subsidy comes from the city’s general revenue fund, Brookshier said, which also funds an array of city departments, including police, parks and airport.

The proposed 2010-11 budget, which has yet to be approved by the city council, calls for the city to subsidize the course by $103,000.
